Oven:
  1. Heat the vegetable oil in a large pan over medium-high heat.
  2. Sauté the onion briefly and add the ground turkey or meat.
  3. Cook until it is no longer pink; then add the beans, tomatoes and seasonings.
  4. Cook until the turkey or meat is done, about 3-4 minutes.
  5. Line a pie pan with the tortillas and the chili powder; top with cheese. Preheat oven to 350° F.
  6. Cover pie pan with foil and bake until heated, about 15 minutes.
  7. Serve hot.
Microwave:
  1. Line a glass pie plate or casserole dish with tortillas; add chili powder; cover with waxed paper.
  2. Heat 8 minutes at full power or until heated through.
  3. Add cheese; heat about 1.5 minutes more until cheese is melted.
  4. Serve hot.
